Ken Westbrook (Founder and CEO) served as an executive in the Intelligence Community (IC) protecting the US against foreign threats, specializing in analysis, information management, and tackling hard problems by promoting cooperation. He received numerous IC awards and subsequently held senior positions with two Fortune 500 software firms, co-invented a patented security technology, and created and taught a course in Information Management at Georgetown University. Gwyn Whittaker (Board Chair) is a senior executive leader and serial entrepreneur with extensive experience instituting transformative change in enterprise environments and in public health. She has founded multiple companies, including Mosaic Inc., which focused on data analytics solutions for critical national security missions. Mosaic was on the Fortune 500 list of fastest growing companies for three years. She was elected to the Armed Forces Communications and Electronics Association Intelligence Committee and served 16 years on this prestigious Board of IC seniors and C-level industry leaders. She serves on the Board of Directors for a dozen technology companies and nonprofits and has been an Executive Producer of several public health documentaries.

Dr. David A. Bray is both a Distinguished Fellow and co-chair of the Alfred Lee Loomis Innovation Council at the non-partisan Henry L. Stimson Center. He is also a Distinguished Fellow with the Business Executives for National Security and Principal & CEO at LeadDoAdapt (LDA) Ventures. Dr. Bray previously served as Executive Director for the People-Centered Internet coalition; the Executive Director for a bipartisan National Commission on R&D; CIO of the Federal Communications Commission (where he received the global CIO 100 Award twice); and IT Chief for the Bioterrorism Preparedness and Response Program. Business Insider named him one of the top “24 Americans Who Are Changing the World” under 40. He was named a Young Global Leader by the World Economic Forum and received both the Arthur S. Flemming Award and Roger W. Jones Award for Executive Leadership. He also has received the Joint Civilian Service Commendation Award and the National Intelligence Exceptional Achievement Medal.

Jonathan Frost has held several senior law enforcement positions that focused on countering the threat posed by economic crime, including leading the development of the UK's National Fraud and Cybercrime Reporting service during his tenure at the City of London Police. An expert in fraud and cyber crime analysis, Jonathan has extensive knowledge of the global fraud threat and opportunities for mitigation. He also served as the Director of Technical Collaborations at Stop Scams UK, working with tech, telecoms, and banks to combat fraud at the source. Jonathan is the principal consultant for Vox Veritas Vita Consulting, which focuses on fraud and cybercrime risk management. He is also an active participant in the Global Anti-Fraud Enforcement Network (GAEN), fostering collaboration among 30 law enforcement agencies from 11 countries.

Bob Gourley is an experienced Chief Technology Officer (CTO), Board Qualified Technical Executive (QTE), author, and entrepreneur with extensive experience in enterprise IT, corporate cybersecurity, and data analytics. As CTO of OODA LLC, he focuses on improving the security and functionality of enterprise IT. Bob has received the Infoworld top CTO award and was named one of the top 100 “Tech Titans” in DC by Washingtonian magazine.

Arnold Jackson is CEO of AJ Management Consulting LLC. Previously Arnold was Associate Director for Decennial Census at the US Census Bureau, overseeing the 2010 Decennial Census and its $14 billion budget. Arnold served on the Director's executive staff and on the executive steering committee for the 2020 Decennial Census. He also served as the first Chief Information Officer of the US Census Bureau. Previously he was the President of James Martin Government Intelligence, an information management consultancy that worked primarily with defense and civilian intelligence agencies. Mr. Jackson is a winner of the Hammer Award, which is presented to teams of federal employees who make significant contributions in support of reinventing government principles.

David P. Mansdoerfer is a senior executive with a background in public health policy, public affairs, and issue advocacy. He currently serves as Owner & Managing Director of DPM & Associates--a political consulting, public affairs and communications firm--and as Partner of Statecraft LLC, a government relations and lobbying firm. David has an extensive background in federal, state, and local government, having served as the Deputy Assistant Secretary for Health at the U.S. Department of Health and Human Services, Deputy Chief of Staff in the California State Senate, and Deputy Chief of Staff at the County of Orange, California. David also is an Adjunct Professor for Health Policy at Pepperdine School of Public Policy.

Russ Travers was the White House Deputy Homeland Security Advisor and, before that, the Acting Director of the National Counterterrorism Center. Prior assignments included the staff of the Chairman of the Joint Chiefs; the Defense Intelligence Liaison in London; and the Intelligence Community’s senior executive for transnational organized crime, where he organized analytic support to the National Strategy to Combat Transnational Organized Crime. He also served multiple tours on both the National Security Council and the National Intelligence Council. He is a two-time Presidential Rank Award recipient and has published often in professional journals.
